WHAT IS THE SMALL BUSINESS SELF EMPLOYED (SB/SE) DIVISION?

SB/SE DEPUTY COMMISSIONER EXAM, FILED EXAMINATION



The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.


  • This assistance work will be provided to the following groups: regular field and integrated. This position involves detailed paraprofessional support duties related to the examination of tax returns and/or the investigation of alleged tax fraud performed by Internal Revenue Agents. The technician is responsible for a segment or phase of the audit or investigation as assigned by the Supervisory Internal Revenue Agent, which will serve as an integral part in completing and closing the audit or assignment.
  • As instructed by the Revenue Agent, independently locates, searches, and documents specific information from records of individuals, corporations, banks, brokerage firms, etc. This information may be gathered from digital or paper accounting records, files, computer printouts, etc. Participates in determining which information is appropriate and at what point sufficient information has been gathered. Analyzes taxpayer records, third party records and financial data to identify trends and patterns. Identifies and reports discrepancies and inconsistencies to the agent. Documents the facts and/or evidence obtained to ensure that appropriate facts are available for the Revenue Agent to reach a sound conclusion.
  • Independently prepares, verifies, and assembles work papers, schedules and exhibits, and related documentation that reflect the presentation of facts and the analysis performed. These may include, but are not limited to, travel and entertainment, bad debt reserve, depreciation, source of income, tax credits, balancing bank statements, other expense schedules, chart of account, etc. Reconciles subsidiary accounts with general ledger control accounts for receivables, payables, work-in-progress, inventory and property accounts. Also assists in the preparation of examination reports including the computation of tax liability using Report Generation Software (RGS) or other software. In addition, prepares and assembles work papers and exhibits in the case file.

    • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))

    • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).



    • Obtain and use a Government-issued charge card for business-related travel.
    • Subject to a 1-year probationary period (unless already completed).

      Qualifications

      Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis.       SPECIALIZED EXPERIENCE: GS-06

      You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Experience using automated systems (i.e., Accurint, FinCen, and IDRS) to research a taxpayer and provide a written report of findings; Experience recognizing indications of tax fraud and abuse; Experience communicating with customers orally or in writing in a variety of situations to document and summarize information obtained from various third parties; Experience using spreadsheets to assist in interpreting data and preparing reports; Experience performing phone duties, and proposed adjustments to income, deductions, payments and/or taxes.



      SPECIALIZED EXPERIENCE: GS-07

      You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-6 grade level in the Federal service. Specialized experience for this position includes: Experience using business tax law, the IRM, the IRC, IRS enforcement actions, tax forms, notices, bills, and other documents to assist/advise the revenue agent and/or group manager; Experience using automated systems (i.e., Accurint, FinCen, and IDRS) to conduct research and analysis of taxpayer information and provide a written report of findings; Experience using investigative/probing techniques to solicit relevant information; Experience using spreadsheets to assist in interpreting data and preparing reports; Experience communicating specialized information orally or in writing with internal and external customers and provide clear and concise replies to taxpayers or their representative.

      • Tour of Duty: Monday to Friday; Day shift. Start and stop times between 6:00am and 6:00pm
      • Alternative work schedule, staggered work hours or telework may be available.
